EC is an acronym for Evil Council, a group of people much like the Felbeasts, but more evil. They also do crazy plots and plans.

Not so much evil as crazed. The Council spreads not deviancy but lunacy, not decay but disarray. World rulership may be a Council goal, yet the desire is more based on establishing a stable world economy based on rubber chicken polymers and tasty baked goods rather than venomous malice and genocidal rage.
A secret origin and secret friendship, you have. I have a great appreciation for such things. A secret is only powerful as closed lips. Thus I kiss the air with benediction of privacy and hope in earnest to have the veil lifted before these ages pass.

I think it means that the EC, although called the Evil council, are less evil and more insane.

He wants the secret to come out. Which is kind of confusing, because a line before that he said that the had appreciation for secrets.
