I have zeen zat zere iz novhere over zan a new thread vithin one of ze roleplay areaz az to vhere vone could propoze a roleplay rather zan creating a roleplay and allowing it to fail in itz firzt few poztz.
Ziz place, or perhapz a new zection could be created to hozt zuch ideaz? I vould like to know if zis iz a popular idea?
It vould alzo allow for people to begin a new roleplay, and assign placez and pozizions to people before it iz ztarted if zey have an interezt in taking part. I myzelf have a few ideaz, and vould like a place to arrange vone or two before I begin ze roleplay campaign.

It depends, really. If it's merely a proposal of an idea, General Chat's the place to do it. If you're assigning places for an RP, it's probably better off in The Wilds.

You'd have to ask one of the admins if a new section's worth it, but remember that most people won't bother looking in a new section to support your idea, so even if there was a section it might make things harder for you, not easier.

I never use chat, but I think a thread for general idea-tossing would be good. Preperation threads for individual RPs are a good idea, though, when doing a paticularly in-depth game, although I would want to make sure there's intrest in the idea first.

I don't think a new area is nessesary. I'm a minimalist when it comes to forums, I don't like too many extra sections.

And as HisLordship said people might not look in a new section to comment on the idea. I think doing it in General Chat or The Wilds would be best.

If you're looking to get people's opinions on something (such as a new RP) than my suggestion would be the Suggestion Box forum - because that's what it's for.

It's not just a place for admins to post new topics, it's open to all. If you need to run a poll, or just get feedback on something, that's the place for it.
