[Revamp] Store MOD's services and item classification.

I'm revamping the Store MOD a bit.

I'm gonna be finishing the board-owned service feature I started a long time ago, and finally removing the defunct special flag, and replacing it with the item type "special". Also an animated gif will be added to item names in stores/item lists to show that they are special.

Revamp Complete

Various bugs fixed.

Special flag replaced by the Special type.

The "Special" animated gif has been added in two varieties (On black for subsilver/Elveron, on transparent for guildwars_tree) I may yet look at Elveron and see if I think the transparent gif will work.

...Some minor profanity ("Why don't you study how to use a brain?") has been replaced with the much kinder, "You did not choose a service!"

The item type (and if special, special animated gif) has been added to the item description pop-ups.

The special animated gif has been fixed to display on subSilver and Elveron.

The "Use Service" button has been removed from special items, and added to board owned services.

When a board owned service is used it now sends a PM to every person configured to receive them. This is done in the User Management window of the Admin Panel. It is a checkbox above the signiture textarea.

The revamp is uber-complete...Al forgot to reactivate the services, which is now fixed...You can use your Jade Tiger talismans, as well as any other talismans you might want to use
