The Underground Bunker was intended as a place for posting information about items/technology being developed or used for other RP's.
Recently, it's grown to include a number of RP threads. I've proposed that a new urban RP board be added to accommodate these topics instead, as they are not within the original purpose for the Bunker.
That is also why it has been moved under the Hall of Records. The Bunker is for profiles of items/phenomena/technology, just as the Hall of Records is for Character Profiles.

The Underground Bunker... is somewhat OOC.
I say that because you can approach it either way. You could write a descriptive semi-story to explore your new item/technology thing, or simply list it in the same way we do characters in the Hall of Records. It's up to the individual.
Pretty much anything goes so long as you're both developing something and not just running a straight RP. Hope that helps...
